The city of sunnyside is a municipal corporation of the state of washington, situated in yakima county, approximately forty (40) miles southeast of the city of yakima, within and along the interstate 82 corridor. Now, therefore, it is hereby resolved by the city council of the city of sunnyside, washington, as follows Master plan in the amount of $600,000.00, grant application attached hereto as exhibits a, and act on behalf of the city of sunnyside and to take all actions reasonable and necessary to administer these funds with full contractual authority. The city council shall hear objections, if any, from any person affected by the proposed creation of a transportation benefit district within the boundaries of the city of sunnyside, and the imposition of an annual vehicle fee of up to $20 without a public vote to raise revenue for funding the operation, maintenance and preservation of city. If such negotiations shall not result in mutually satisfactory agreement, the city agrees to be bound by the union's position if approved by any tribunal of competent jurisdiction, or a tribunal agreed to by the parties.
