How do i go about either making, or retrieving facebook short url's (fb.me) from a page, profile, event etc

Does facebook make their short urls on the fly, or does each page automatically already have one? At a minimum, include only your own facebook id. 5 if your question is whether you can use your fb page id as the fb:app_id meta tag, then no Facebook's documentation is spare and contradictory on this.
