Right now, telegram is taking more than a minute to upload a 5mb file. It has more to do with overall traffic, not just yours Sometimes it is incredibly fast at uploads and downloads, and some other times, it's just on the edge (even knowing premium users have priority) so yeah, it just does that from time to time Telegram doesn't rely on a cdn for data transfer, and a lot of users use it exclusively as a file sharing service, when it is not.
