Like the mel model presented in this manual, it highlights learning as the final stage of the cycle in which “strategic insights” are gained to inform future planning and as the “core” of the planning and evaluation cycle. This monitoring, evaluation and learning (mel) guideline is intended to be used at different institutional levels to inform their programming and mel functions.
