Trying to compare it to china version, but keep in mind there have been translations issues like with claudia advancements, and lyra is 2.1 character, so it's very stc (subject to change) 1 star seems to have been abjusted In china version, your personal guard count has to be maxed, but in global it's every 5 skills or discharges So what, you just buff claudia to the moon so she can become global marc and then we go about our day as this forces all other damage buffers to be elevated to her level in the future Even if this is to compensate physical it doesn't explain how insane these buffs are
