The program was generated by dod’s realization, following the berlin airlift, of the need for supplemental airlift to support a major national defense emergency. The craf is a cooperative, voluntary program involving the u.s Department of transportation, dod, and the u.s The civil reserve air fleet (or craf) is essentially a partnership that taps into commercial air power when the u.s Military's cargo jets just aren't enough. Civil air carriers (i.e., commercial air passenger and cargo companies) enter into a contractual relationship with transcom and receive certain preferences in providing commercial cargo and passenger services for dod.
